Or you can use these fantastic roads, they are made for roundabouts and don't allow pedestrians on the inner ring. just mind to give them a bridge or an underpass. Useing highways is the vanilla way to simply exclude pedestrians. Of course also give priority to the roundabout and make the entering cars give way. Make that button green all around the roundabout and red for the streets that enter the roundabout.
